Now a days, I was much surprised being heard the news on channels & in media reporting about undue delay & quantum of punishment by the Trial Court, Chandigarh in the case of CBI Vs. Ex.D.G.P. S.P.S. Rathore for Molesting a 14 year girl Tennis Player RUCHIKA who later committed suicide in frustration & being embarrassed. The Courts in India are only last authority to get justice. But in the instant case, Trial Court, Chandigarh failed to do 'JUSTICE' even after 19 years of legal battle in between CBI (Corruption Bureau of Investigation) Vs. Ex. D.G.P. Haryana, Mr. S.P.S. Rathore who was awarded with President Medal for extra ordinary police service .
In fact, there was legal battle for 'JUSTICE' in between POOR & RICH. At the end, RICH has got success in the legal battle of Trial Court, Chandigarh. Poor was thrashed to the corner for crying to feel shame to be an Indian Citizen.
In the case, All powerful were hand-in-gloves with Ex. D.G.P. Rathore. The whole Justice Delivery System & Administrative system were behind the Rathore. No doubt, being Mr. Rathore was an I.P.S. Officer, so the C.B.I. (Corrupt Bureau of Investigation) was behind him to shelter him by dropping the charges of 'ABETMENT TO SUICIDE'
The School (where Ruchika was studying) had dismissed her enrollment & expelled her from studying in the school without any concrete reasons. Her brother was fabricated & charged with Eleven cases of 'Car theft' & 'Dacoity'. He was brought to the Police Station where he was necked beaten by the Police in presence of her sister 'Ruchika' later she committed suicide 'LEAVING QUESTION OF INDEPENDENT INDIA'.
But at the same time, here is mockery of I.B.(INTELLIGENCE BUREAU) who failed to provide 'True' & 'Correct' inputs to the Government. WHY? It is to be investigated that how a tainted & criminal charged Officer elevated to the D.G.P. of Haryana.
The Victim (Ruchika) being a poor class or middle class, the entire Executive System of the Country was involved for destroying her homes and family lives. The case was molestation occurred on August 12, 1990 in Panchkula town & justice not justice but a judgment delivered on December 21, 2009 after 19 years of trial in Indian Court of Law by pronouncing SIX MONTH JAIL & Rs.1000/- as FINE.
But the SHAME was the Trial Court, Chandigarh has given immediate 'BAIL' to the Guilty Rathore to Appeal in Higher Court. It was only a 'MONEY POWER' game that took place in Trial Court, Chandigarh. Trial Court have no jurisdiction to 'AWARD BAIL' after judging him Guilty. Only above court having jurisdiction to grant bail.
Obviously, the Trial Court failed to do 'JUSTICE' as well as 'FAILED' to 'PROTECT' of the Constitution of the Country' in the whole case. CBI was continuously protecting the 'accused' & Courts even High Court has dropped the charges of 'abetment to suicide' not being found 'prima-facie' in abetment to suicide' charge. WHY?
But, we SALUTE to Anand Prakash & his family members who have been fighting to get justice for Ruchika Girhotra ever since she was molested by former Haryana top cop S.P.S. Rathore 19 years ago.
I am feeling very sorry & got in embarrassed for 'RUCHIKA' but can't do anything except writing a blog on www.anvigilantcitizen.blogspot.com. I also pray to GOD that such kind of incident should not be happen with any girl or daughter or sister in the country. I am confidant that very strict punishment for the main accused will come soon.
